Milestones and Prior Decisions:

  • July 29, 2002, completed the Project Closeout Report
  • March 5, 2002, the JG-PP Working Group agreed with the Army's recommendation to terminate the project since the stakeholders were unable to agree on which coatings successfully met the requirements of phase I testing and which coatings performed well enough to advance to phase II testing. Also, the project's primary original equipment manufacturer, General Dynamics, questioned the overall need for the project to continue.

On December 11, 2001, technical representatives from the Naval Warfare Center, Crane and Alliant Techsystems, participated in a teleconference with representatives from the JG-PP Working Group and the National Defense Center for Environmental Excellence/Concurrent Technologies Corporation. The primary objectives of the meeting were to discuss/review monies left in budget and cost estimate to redo phase I, and review suggested changes to the testing matrix. On December 3, 2001, technical representatives from the Air Force Material Command and Alliant Techsystems, participated in a teleconference with representatives from the JG-PP Working Group and the National Defense Center for Environmental Excellence/Concurrent Technologies Corporation. The primary objectives of the meeting were to update participants on the status of the ESTCP funding and review current budget and monies left from coupon testing. The primary objectives of the meeting were to discuss current activities and the status of phase I testing, review the JTP requirements for phase II, and present and discuss submitted cost estimates for phase II testing. During the meeting, the stakeholders were presented with the tentative testing schedule for phase II and any concerns or action items were addressed.

On June 12, 2001, technical representatives from General Dynamics OTS, Galion, Inc., Hill Air Force Base, Naval Service Warfare Center at Crane, and Eglin Air Force Base participated in a teleconference with representatives from the Joint Acquisition Sustainment Pollution Prevention Activity and National Defense Center for Environmental Excellence/Concurrent Technologies Corporation. On April 30, 2001, technical representatives from General Dynamics OTS (formerly Primex Technologies), Eglin Air Force Base, and Naval Surface Warfare Center Crane Division participated in a teleconference with representatives from the Joint Acquisition Sustainment Pollution Prevention Activity and National Defense Center for Environmental Excellence/Concurrent Technologies Corporation. On March 6, 2001, technical representatives from Galion, Inc., General Dynamics OTS (formerly Primex Technologies), Alliant Techsystems, Ogden Air Logistics Center, Naval Surface Warfare Center Crane Division, Hill Air Force Base and Wright-Patterson Air Force Base participated in a teleconference with representatives from the Joint Acquisition Sustainment Pollution Prevention Activity and National Defense Center for Environmental Excellence/Concurrent Technologies Corporation. The primary objectives of the meeting were to review open action items, present and discuss submitted cost estimates for phase II testing, and request cost estimates and information still needed for the planning of phase II testing. On February 20, 2001, technical representatives from Galion, Inc., Ogden Air Logistics Center, and Wright-Patterson Air Force Base participated in a teleconference with representatives from the Joint Acquisition Sustainment Pollution Prevention Activity and National Defense Center for Environmental Excellence/Concurrent Technologies Corporation. The primary objectives of the meeting were to inform project participants of the difficulties encountered during the coating of panels for coupon testing; outline corrective measures that will be taken to ensure proper coating of the panels in the future; and discuss and address requirements of Open Action Items concerning production schedules and cost estimates for Phase II testing, the projectile body and cartridge testing. On November 7, 2000, technical representatives from Alliant Techsystems, Galion, Inc. and Ogden Air Logistics Center participated in a teleconference with representatives from the Joint Acquisition Sustainment Pollution Prevention Activity and National Defense Center for Environmental Excellence/Concurrent Technologies Corporation. The primary objective of the meeting was to address difficulties, review options, and come to a decision concerning the procurement of the modified MIL-P-11414E alkyd primer for coupon testing. Shortly before the teleconference, new information was received from Sherwin-Williams indicating that they would be able to provide the primer for testing. During the teleconference, the stakeholders were updated on the project's status, and any concerns or action items were addressed. Please review the updated Action Item list.

On March 28, 2000, technical representatives from Alliant Techsystems, Primex Technologies, Ogden Air Logistics Center, and the U.S. TACOM-ARDEC participated in a teleconference with representatives from JASPPA and the NDCEE/CTC. The primary objectives of the meeting were to discuss and select candidate coatings for testing. All action items relating to the JTP and selection of candidate coatings for testing were closed. The JTP has been distributed to technical representatives for their final review, and will be distributed for coordination of stakeholder approvals, Air Force, Army, Navy, and OEMs, by the end of April 2000. A new action item was assigned, for representatives of the ammunition manufacturers to provide some estimated production schedules for a period beginning in January 2001; this will facilitate decisions about execution of projectile body and cartridge testing. The project participants selected four candidate alternative coatings for testing: KEM AQUA® waterborne enamel from Sherwin-Williams, TioTech® 40 Low-VOC waterbase air-dry coating from Tioga Coatings, appropriate colors of coatings based on the MIL-P-11414E alkyd primer from Sherwin-Williams, and Ultraviolet Curing Coating from Ecology Coatings.

On March 13, 2000, technical representatives from Galion, Inc., Primex Technologies, Naval Air Systems Command, and the TACOM-ARDEC participated in a teleconference with representatives from the JASPPA and NDCEE/CTC. The primary objectives of the meeting were to (1) finalize the draft JTP, and (2) discuss and select candidate coatings for testing. The group reviewed the draft JTP and agreed to a few minor modifications. Because some participants experienced difficulties with the electronically-transmitted draft list of candidate alternative coatings, discussion of candidate coatings was postponed until the next teleconference. A number of action items were closed, and new action items were assigned. The results of the discussions at this meeting will be incorporated into the JTP. Project participants will continue efforts to identify promising candidate coatings. Project participants will continue pursuing sources of funding or "in-kind" contributions for this project.

On January 19, 2000, technical representatives from Alliant Techsystems, Galion, Inc., Primex Technologies, U.S. Army IEC, NAVAIR, NSWC, OO-ALC, WR-ALC, and the TACOM ARDEC met with representatives from the JASPPA and NDCEE/CTC at WR-ALC, Robins Air Force Base, GA. The primary objectives of the meeting were to (1) finalize the draft JTP, (2) discuss and select candidate coatings for testing, and (3) consider and approve SPI concept paper allowing use of single colors for blue, black, yellow, and red for medium caliber ammunition projectile bodies. Discussion of SPI issues was not covered at this meeting due to time constraints, but the subject briefing slides are attached to these minutes. The briefing slide file (spi_011999.doc) contains "speaker's notes" along with the slides.

On October 26, 1999 and October 27, 1999, representatives from Alliant Techsystems, Galion, Inc., Primex Technologies, AFMC, U.S. Army IEC, NAVAIR, NSWC, OO-ALC, TACOM-ARDER and WR-ALC met with representatives from the JASPPA and NDCEE/CTC. The purpose of the meeting was to review and discuss JTP requirements and candidate alternatives to current high-VOC coatings used on medium caliber ammunition. The group reviewed the draft JTP and agreed to a number of modifications. Some of the key modifications include refinement of the project scope to include 20-mm to 30-mm ammunition; identification of coupon tests, projectile body tests, complete cartridge tests; and identification of some tests as extended requirements. A number of action items were assigned to meeting participants to provide additional information that will aid in refining the test descriptions in the JTP. The results of this meeting will be incorporated into a new draft of the JTP, to be discussed at the next project meeting. The next meeting will also include discussions about the candidate alternative coatings.

On August 24, 1999 and August 25, 1999, representatives from Alliant Techsystems, Galion, Inc., Primex Technologies, AFMC, U.S. Army IEC, NAVAIR, OO-ALC, TACOM-ARDER, and the DCMC met with representatives from the JASPPA and NDCEE/CTC. The purpose of the meeting was to introduce stakeholders to the JG-PP program, and begin to identify performance requirements for a JTP focused at reducing or eliminating volatile organic compounds and hazardous air pollutants from topcoats applied to medium caliber (20 to 35 millimeter diameter) ammunition for identification and corrosion protection. All meeting participants agreed that this project should be pursued using the JG-PP methodology. The group reviewed the draft JTP and agreed to a number of modifications. A number of action items were assigned to meeting participants to provide additional information that will aid in refining the project definition or the test descriptions in the JTP. The results of this meeting will be incorporated into a new draft of the JTP, to be discussed at the next project meeting.
