December 9-10, 2003, Las Vegas, NV Summary: Please click here to view information regarding the December 9-10, 2003 DoD Laser Applications Information Exchange for Maintenance and Sustainment Solutions. On January 16, 2003, after taking roll call, Mr. Mongelli gave a status update on the project. The first group of panels has been completed and all the laser systems have progressed. The group came to a consensus to go to a 3mil coating thickness on remainder of panels. The laser team will go to Hill AFB to hold demonstration for the Center Working Group (CWG) in February. On November 27, 2002, after taking roll call, Mr. Mongelli gave a status update on the project. Training was conducted while visiting Germany. Training was also conducted at Wright-Patterson by a Diode laser technician from Germany. Some testing has been conducted, but the project is 8 to 9 months behind schedule. Discussions were held concerning FLASHJET and the common difficulty of removing CARC. A teleconference will be scheduled towards the end of January 2003 to discuss any available testing results and to give a project update. Office hosted the meeting. Mr. Gerard Mongelli, Project Manager, led the
meeting. A list of attendees is attached. There were representatives present
from the Air Force, Navy, Marine Corps, Coast Guard, Army, NASA, Boeing,
Lockheed Martin, Contractors, and United Kingdom Ministry of Defense (UK

A teleconference was held on June 19, 2002. The intent of this teleconference was to bring the stakeholders up-to-date on the project and to ensure everyone was informed of the Preliminary Design Review meeting to be held at Wright-Patterson AFB, OH, August 27-29, 2002. A teleconference was held on March 12, 2002. The intent of this teleconference was to bring the stakeholders up-to-date on the project and to get concurrence from the stakeholders on recommended changes/enhancements to the joint test protocol (JTP). Mr. Mongelli explained how over a period of time a group of technical engineers have honed the tests and testing procedures that are covered in the JTP. The minutes of these weekly meetings are on file at HQ AFMC/A4BE. During this teleconference, the following items were discussed: Project status overview; JTP changes and enhancements on mechanical testing, conductivity and hardness testing, and composite testing/Army specific testing; Status of laser systems; Status of testing; Status of stakeholder supplied test panels; and Scheduling of stakeholders meeting at WPAFB, OH. A teleconference was held on October 31, 2001, 1400-1500 ET, to discuss the status of the PLCRS project. The topics of discussion during this teleconference were the JTP Implementation and Execution - Revisions, Updates and Status Report; Laser Procurement and Shipment Update - Power Specifications and Anticipated Arrival Times; Laser Optimization; and Project Schedule. Since most of the areas for discussion fell in the purview of the contracted lead engineer, SAIC representative Stefan Susta led the discussions. A teleconference for the PLCRS project was held on August 2, 2001. During this teleconference the following areas were discussed: the trip report from the second European trip, review the progress of the three lasers originally selected, the status of SOW for each manufacturer and the contractors engaged, invitations to future meetings held at Wright-Patterson, and the status of coupons being provided by other agencies. The purpose of the June 20 - July 2, 2001 trip to was two fold, the first was to develop a partnership with the Royal Air Force in order to crossfeed and share information between our two countries on the laser project as well as other aircraft sustainment initiatives. The second purpose was to meet with the three laser manufacturers to further discuss their products, to ensure the contractors understand the requirements of this project and to discuss how they plan to meet the requirements. All three companies are currently under contract for phase I to optimize and enhance their units before shipping. In phase II, we plan to lease the units and perform lab testing and program design reviews. In phase III, we will purchase the final enhanced unit and perform field testing at various DoD locations. In the final phase, we plan to develop the procurement package. The intent of this project is to demonstrate that a portable, hand-held laser can efficiently and safely strip coating systems from various weapon system components. To view additional information about this trip, please click here. On April 11, 2001, a technical teleconference on the Portable Laser Coating Removal System Project was held. Mr. Mongelli was the lead for this teleconference. He discussed the trip he had taken to Europe to evaluate laser systems. He also informed everyone of the briefing he gave on the project to the ESTCP Board. He commented on the status of the JTP Endorsement. He then informed everyone that a teleconference would be set up for May, time and date to be determined. Mr. Mongelli closed out the teleconference stating a meeting for the stakeholders would be held here at WPAFB in the fall. At that meeting, the stakeholders would get a chance to see and use the lasers that are to be chosen on the next trip. The teleconference was then concluded. On January 22, 2001, the PLCRS teleconference started at 1405 EST. Gerard "Jerry" Mongelli opened the teleconference by greeting all participants and conducting roll call. The first order of business was discussion of the review of the final draft JTP. The next discussion was on review of the PAR. The Action Items were discussed and Jerry informed everyone of the upcoming trip to Europe to evaluate several companies that are more advanced in the laser technology. The final area of discussion was the set up of a teleconference after the European trip. On December 13 and 14, 2000, SAIC, project lead contractor, conducted a stakeholder In-Progress Review (IPR). The main focus of this meeting was to discuss the status of the PAR, Initial CBA, and Draft JTP. The briefing slides are at Attachment 1. A list of attendees is at Attachment 2. The Draft JTP will be sent forward in a separate e-mail. Mr. Robert Keenan began the briefing at 0900 with welcoming remarks. He then introduced the SAIC team players. He began with Ms. Jennifer DiCocco, who briefed the PAR outline; then Mr. Rick Osterman who briefed the results of the site visits; Mr. Stephen Susta, who briefed the Initial Screening of Alternative Technologies; and Mr. Steven Rolander, who briefed the Status of the CBA. On the second day, Mr. Gerard Mongelli discussed the status of the Draft JTP, and then led a discussion on stakeholders' issues and concerns. The IPR was concluded at 1100 on the 14th of December. A 1-hour technical teleconference on the PLCRS Draft JTP Composite Lay-ups took place on October 24, 2000 beginning at 1300 EST. Mr. Gerard Mongelli took roll call then welcomed the players to this technical teleconference. He stated the intent of this meeting was to come to a closure on the call outs for the composites required for testing. Mr. Mongelli gave a brief overview of the teleconference that had taken place the day prior concerning the Fatigue Characterization Tests. He mentioned that the total number of coupons was reduced by changing the required number of specimens to 10 and by the Air Force reducing the types of paint for coupons; the rotary and fixed wing tests were consolidated with the caveat that if they did not pass the 0.025, they would go on to the 0.032; and there were changes made to the clad erosion tests. Mr. Mongelli then turned the meeting over to Mr. Rick Osterman (SAIC) who discussed the composites lay-ups in the following order: GE-4 Four Point Flexibility; GE-5 Tension; GE-5 Compression; and GE-6 Open Hole Fatigue. A 1-hour technical teleconference on the PLCRS Draft JTP Fatigue Characterization Tests took place on October 23, 2000 beginning at 1100 EST. Mr. Gerard Mongelli took roll call then welcomed the players to this technical teleconference. He emphasized that the intent of this meeting was to come to a closure on the requirements of the fatigue characterization tests. The draft JTP should be completed and ready for DoD review by the end of November. Mr. Mongelli then turned the meeting over to Mr. Rick Osterman (SAIC) who discussed the removal of the Navy specific tests, the consolidation of the rotary and fixed wing tests, changes to the table containing the control coating systems, and suggested changes to the clad erosion tests. Mr. Robert Keenan, also of SAIC, discussed the stakeholders' meeting planned for mid-Dec 00 where the topics will be PAR status, preliminary CBA status, and baseline data. August 29-30, 2000, the PLCRS meeting took place at Boeing-St. Louis, MO. The Boeing Company hosted the meeting. Representatives from all four military services, a representative from NASA, and some support contractors attended this meeting. The highlight of the meeting was the review of the draft JTP. March 6-9, 2000 meeting was to further develop the JTP. All services and NASA discussed the test methods and requirements needed for a hand held low power laser system. Progress on the JTP was made with a March 31, 2000 suspense date set to forward the second draft of the JTP to the stakeholders for review and comments. On January 19, 2000 a teleconference was conducted. Participants updated information on the project as well as laid out some details for the Hill Air Force Base, Utah meeting March 7-10, 2000. On December 14, 1999, representatives from the Army, Navy, Air Force, NASA and OEMs joined in a telecon to go over the action items developed during the November 2-3, 1999 kickoff meeting and discuss the status of the JTP and other issues of the stakeholders to JG-PP project. On November 2-3, 1999, representatives from the Army, Navy, Air Force, Marine Corps., and NASA met with representatives from the JASPPA and NDCEE/CTC. The purpose of the meeting was to introduce stakeholders to JG-PP and laser stripping technology, and begin to identify performance requirements for a JTP. On August 26, 1999, representatives from the Air Force, Army, Navy, and NASA participated in a teleconference with representatives from the JASPPA and the NDCEE/CTC. The purpose of the teleconference was to discuss potential stakeholders, JTP development, and the results of the Phase II ESTCP review board meeting, and to schedule the kick-off meeting for the PLCRS project. On August 24, 1999, representatives from the Air Force, Army, Navy, and NASA participated in a teleconference with representatives from the JASPPA and the NDCEE/CTC. The purpose of the teleconference was to review action items; discuss funding issues; discuss Project Management Plan, JTP, and PAR development; and review the agenda for the upcoming the kick-off meeting for the PLCRS project. On June 8-10, 1999, a meeting to review the requirements and set up a strategy for a portable, hand-held laser coating removal system. DoD and NASA representatives were invited. There are several Air Force on-going projects looking into similar systems, the Air Force project requirements and goals are being combined into one project. This project will be ready to be rolled into a JG-PP program after a strategy is set and all of the requirements determined.
