Meeting and Teleconference Summaries: On 14 Aug 96, the second JG-APP business meeting took place at RTIS, Dallas, Texas. Participants included: AF Corrosion Program Office, ARDEC, ASC/EME, Defense Contract Management Command (DCMC), F-16, F3, F/A-18, Joint Pollution Prevention Advisory Board (JPPAB), M1A2-CITV, NAVAIR, Paveway, and RTIS. The meeting was conducted to obtain concurrence from affected program representatives on the location of testing, the cost of testing, and the cost adjudication among affected programs. The JTP has been distributed for final approval; several JTP approvals are still outstanding. Attendees agreed on the facilities that will perform the tests, the cost of such testing, and the adjudicated cost share. On 25 Apr 96, the first business meeting took place at RTIS, Dallas, TX. Participants included: ARDEC, ASC/EME, Defense Contract Audit Agency (DCAA), F-16, H-60/H-2, M1A2-CITV, NAVAIR, Paveway, and RTIS. The meeting was conducted to determine the cost of required testing, where the testing should take place, the cost share among affected programs and the contractors, and the contract vehicle to be used. Attendees concurred with two draft letters (the request for approval of the JTP from General Bridges and acceptance of the final JTP from Program Managers). The estimated cost of testing was discussed and a plan was put in place to have a final/complete cost of testing developed. Multiple sites for testing were determined by business and technical stakeholders. A contract vehicle was identified for testing and adjudication of cost was offered to affected Program Managers and the contractor. On 27-28 Feb 96, the fourth technical meeting was held. Government technical representatives (GTRs) from DCMC, F-16, F/A-18, HARM, Harpoon, JPPAB, JSOW, Lantirn, Paveway, SH-60, RTIS, and Tomahawk participated. Discussed the adoption of a single process in accordance with DOD's Single Process Initiative for implementing the proposed primer and topcoat alternatives, and a detailed review of the test requirements in the Joint Test Protocol (JTP). RTIS and GTRs signed a technical endorsement indicating that the proposed substitutes were technically acceptable to meet the identified current performance requirements, and approved the single process approach. JPPAB will obtain the signatures of remaining GTRs. RTIS will prepare Concept Paper for submittal to DCMC/RTIS Management Council responsible for the Single Process Initiative at RTIS. The paper will include the technical endorsements. GTRs agreed to finalize the JTP for the validation of alternatives to high-VOC primers and topcoats, obtain PMs approval of JTP, and continue to pursue validation of alternatives IAW JTP for CARC Powder paints for ground systems. GTRs finalized the technical review and reached technical consensus on the testing requirements in the JTP, and planning was completed for the approved JTP by 27 Apr 96. Discussed the initial draft of the Joint Test Report (JTR) and planning was initiated to provide a revised draft by 15 Mar 96. On 12-13 Dec 95, the third technical meeting was held. GTRs from DOD Custodian for specifications impacted, DPRO, F-16, F3 Production, ITS/IBAS, Javelin, JPPAB, Lantirn, M1A2-CITV, PVWY III, service laboratories, and depots participated. Discussed testing requirements in the JTP. GTRs finalized the technical consensus process on the technical acceptability of TI-DSEG-proposed alternatives that started during the initial technical meeting. Also, they reached consensus on the remainder 246 drawings/parts, reconfirmed that there is sufficient data and knowledge about the alternatives, that there is no need for additional technical data or testing, and that the alternatives are technically acceptable replacements. The alternatives affect a total of 467 drawings/parts of TI-DSEG's top 10 programs selected for the joint pilot program. On 26 Oct 95, the second technical meeting was held. GTRs from most programs, DPRO, JPPAB, participated. In addition, DOD's Specification Custodian for several of the affected specifications was present. Discussed results from a survey that JPPAB commissioned the National Defense Center for Environmental Excellence (NDCEE) to conduct of industry users of affected MIL SPECs. Survey results verified the technical acceptability of the proposed changes. Discussed results from the survey that Joint Maintenance Analysis Group conducted of DOD depots using the affected MIL SPECs. Results confirmed technical acceptability of the changes as well. TI-DSEG discussed the test requirements in the draft JTP. GTRs reviewed the JTP. The JTP's test matrix depicting the jointly developed test requirements will be finalized before the next technical meeting where a draft JTP document will be presented. On 30 Aug 95, the first technical meeting was held. GTRs from all affected programs met with representatives from DCAA, DPRO, JPPAB, TI-DSEG, other government technical offices, and the TI-DSEG discussed the paint alternatives selected as the target processes for TI-DSEG's Pilot Program. The primary issue is the high volatile organic compound (VOC) content of primers and topcoats. TI-DSEG has approximately 1,400 contracts, 250 programs, and approximately 6,000 drawings that are affected by the proposed changes. These changes would cost an estimated $9.0M to prepare engineering change notices (ECNs). GTRs identified the technical acceptability of the proposed changes, and the administrative mechanism that would allow the change to take place as challenges to the joint effort. Also, a draft test matrix depicting the jointly developed test requirements in the JTP was discussed. GTRs will review it and provide comments before the next meeting. |
